Don't take this the wrong way but this just seems like a mid life crisis out of nowhere that he should plan a little better or at least not go all in right away.
You made this analysis about someone you know nothing about and have never met based on one post?
Don’t take this the wrong way, but you seem like a douche.

I really liked curaçao. Seemed a little more industrialized that other spots I’ve been. Great food and most speak English. Also the women are known for having the biggest asses in the world. Also a lot of Dutch women.

Samara, Costa Rica! Small surfing town, relatively cheap

Well I appreciate it. I was trying to figure out why you would sell everything and change your life completely to go to a place the OP sounds like he knows nothing about? I don’t see what’s wrong with that.
I get the appeal of retiring to the Carribean or the beach, I live in Florida. All I was suggesting was that it makes sense to spend some time traveling around to find what you actually like and experience some things for yourself before just moving somewhere.
There can be a big difference between living somewhere and going there on vacation for a week or whatever.

He should go to Panama

They say your heart never leaves once you’ve been down to Belize.

Ambergris Caye is the place I’m retiring too. If an emergency arises in the states, it’s only a quick 15 minute flight to BZE and a little over two hour flight to Houston and under 3 to Dallas. Very easy to get home.

We spoke with a new development in Ambergris Caye we are going to look at and Las Terrenas Dominican Republic is next on the list. Then Puerto Rico (not sure where on the island yet). Thanks for all the advice and opinions. Still need to narrow down 1 or 2 more and will dive deeper into some of your suggestions.

One of my kids spent a year on Ambergris.
(work/study)
I was and would be very comfortable with having a relative there who is in reasonable health & mental faculty.
Nice place to visit too for you.
Any where in the Dominican Republic?
Not so much.
Infrastructure there is patently Third World if/when something extraordinary happens.
Much less desirable to be in than Ambergris, for example in those instances.
Good luck to him.

I met the owner of this blog when my wife and I were in Mexico this past September. He retired after 25 years of being a deputy sheriff in Florida and he and his wife moved to Mexico.
That blog is great. Lots of practical information.

The safest place I have visited IMO has been Antigua.. they have houses on the bay for relatively cheap considering they are on some of the most gorgeous water in the Caribbean. Only downside would be the longer flights when compared to the other locations you are considering.

There's quite a few beach towns near there. I was going to suggest Costa Rica, but you beat me to it.
