Just curious, what do you think has caused the infection rate to come down if not the masks. Is it 100% attributable to closing bars?

The natural progression of the virus. Cases and positivity rates started to decline before JBE announced the mask mandate when you backlog the tests to their correct date.

Also, I am still baffled how JBE can justify closing bars and demanding mail-in voting while giving the green-light to fans in Tiger Stadium in the same breath.

You have to get to about 20 percent infected first. Then when people are spread out/masks after that it has a harder time getting to the uninfected.
California was stupid for shutting down before it got there. Nobody is avoiding at least 20 percent infected
