The dude in that pic is almost certainly borderline retarded. I don't mean that in an insulting way. I mean it absolutely technical. His IQ is almost certainly barely above needing breathing reminders.
Such people are simply completely ill equipped to operate in society.

Very strange very heartbreaking story.
Perp just ran across the street, shot the kid, and ran back to his house. He knew the family. He either had a complete and total mental break or there’s a lot more to the story we don’t know.
Maybe I am just naive and assume there’s no way someone could do something so totally senseless with no internal justification, however warped.
