Search Louisiana quail on facebook. There are a few groups with a lot of people selling birds. Some are flight ready.

What's your location? I know you can buy at Covey Rise, but they're $8 a bird and that's way too much. I was buying birds in AL for $4 a piece at one point and that worked for me because we have a place over there to hunt. I have a friend that is just starting training and he's getting birds close to home on the north shore. I've reached out and will update when he gets back to me.

Location?
DO NOT TELL SELLERS YOU WANT TO PURCHASE FOR DOG TRAINING!!!
They will sell all day long if you're going to eat them but rarely if you're going to use for training. Sale barns typically hold pigeons and would be a starting point to trap some. Never bought quails but you can order them online and grow out.

Covey Rise does not keep birds through the off season. They likely won’t have any until October.

I went to a park, and started feeding the pigeon, and then scooped 3 in a fishing net. I do not recommend this if people are around.

Tell them you are doing research for LSU and the birds will be released unharmed

Did this one time at LSU lakes. Then had a tree hugger come up very aggressively talking to me about harassing wildlife. Said tree hugger then started running into the flock of pigeons so they would fly off....over and over again...it was quite the show.

Cajans around Mire/Duson won’t sell pigeons to train and they’re flight ready.
