The cop’s knee was on his back, not his neck. Even Chief Paul’s own training indicates that’s acceptable and not excessive.

Well, it states they aren't going to be peaceful right there on the flyer. Prepare the water cannons, pepper balls, rubber bullets, and night sticks.
