What chain of command? Maybe that was a poor choice of words. What I mean is, he should have alerted the proper authorities. The Commander in Chief of the US Armed forces would have been a good place to start. Also maybe the FBI. For starters.

It seems as though you are using semantics with the “chain of command” question to deflect.
What he did is evil Imho. He basically gave tacit approval (via non-action) to a foreign government allowing them to attempt to kill Americans.
