Well, I'm not so sure there's a solution per se. There are just too many potential factors and scenarios to come up with a "fix all". Like in this case there you could set up the exact same scenario in 10 different examples, but change one single thing in each one and there may well be 10 different ideal ways to respond to each.

Otherwise, the best thing I can think of is to at least try to get everyone on the same page as to the parameters of justifiable use of deadly force.

Agreed. But most of their instances of use of deadly force or not is going to be nearly split second. IMO any involvement of firearm possessed by perp or reasonable suspicion of firearm on perp, that gets the most leeway in justifiable use of deadly force. Knife in relatively close quarters, justifiable use of deadly. But as I consider taser to be less than lethal, a good bit of scrutiny is to be applied there.

How was the cop supposed to know the suspect didnt grab the other guy's gun as opposed to his taser?

Well, I'd hope the other guy would have made that fact abundantly clear. They do tend to yell and advise each other of such things. In fact that would seem like a key aspect in training. Loud communication especially of matters such as that. Of course if other officer did communicate that, it would change everything. Deadly force is immediately applicable then. But just to assume that and to rely upon that assumption isn't reasonable in my mind. I think they have to role with what they know. I think the idea is to endeavor to avoid using deadly force as opposed to counting the reasons why you can use deadly force. I believe that's the public's expectation anyway.
