The Sopranos, The Wire, Breaking Bad, and a distant fourth would be Mad Men.
Honor roll: Better Call Saul, Six Feet Under, X-Files, NYPD Blue, Hill St Blues, St Elsewhere, Dexter, Dallas, Deadwood, Twilight Zone
Who ya got on your Mt Rushmore?

I think I'll try to break them down into categories for what they brought to the table as far as television as a whole and not so much for which are the best shows.
Hill Street Blues- Basically gave us the foundation for the modern legal drama. Without HSB there is no Law and Order
Beverly Hills, 90210- First show to really focus teenagers instead of them just being side characters and subplots for the show as a whole. Set up the teen drama genre.
City Hospital- the medical drama's grandaddy.
The Twilight Zone- Paved the way for the science fiction drama.

The Shield. A groundbreaking series that played a huge part ushering in the golden-age of cable TV dramas. Vic Mackey was one of the first anti-heroes of the genre and a grade-A bad-arse.
Homicide: Life on the Street. A gritty and authentic police drama that made lots of bold moves. Unflinching and criminally underappreciated. Andre Braugher was a force on this show.
Breaking Bad and Mad Men would round things out for me.

The Wire
Breaking Bad
The Leftovers
The Sopranos
I'd have Better Call Saul coming off the bench.

Currently watching justified for the first time. It was well on its way to being on my list until season 3 happened

We don't "Mt. Rushmore" new Presidents, thankfully, it has to be shows that "set the course" in a variety of ways.
Hill Street Blues - See above. It set the tone and stakes for a lot of dramas, both cop and law focused. Personally, I'd probably say Homicide, but it also owes to HSB. Alternatives: Homicide, The Wire, NYPD Blue, L&O
The Shield - Probably a bit controversial, but I think it is the grand daddy, even more than The Sopranos, of the modern TV drama. Specifically those focused on villains. Alternatives: The Sopranos, Oz
Twin Peaks - Star Trek pre-dated it, but Twin Peaks is the real genesis of true Science Fiction TV. I feel like as a 30-min. show TTZ doesn't fit the criteria. Alternatives: Star Trek, The X-Files, BSG
ER - The fourth spot is tough. I don't want to put ER here, but in terms of workplace television - MASH, Mad Men, etc. - you can still trace more lines back to ER. Nearly every hospital show and any medical show (even NCIS) takes its beats from ER. ER's influence is massive. Probably only bested by HSB.

Agreed. Would be just outside my top four.
Vincent D'Onofrio was amazing in the "Subway" episode. Vince Gilligan said this episode inspired the casting of Bryan Cranston in Breaking Bad.

Little House on the Prairie is on there IMO. (1974-1983)
Michael Landon was an underrated actor/director/writer/producer.
That show was a favorite in American households for years.
It was the ultimate family show that captured the American saga.

Not a top 4 drama because it got silly (first 4-5 seasons were money!), but best I can recall, DALLAS was the first prime time drama to gain worldwide fame.
83 million people watched "Who Shot JR" which was more than who voted in the 1980 election.
