1) How do you "shoot down" a boat? 2) Why not address the Russian fighters that have been harassing military aircraft?

For me it would be any craft approaching a US military vessel in open water within 200 yards or more without prior permission.
If they come within 200 yards with no acknowledgement blow their arse out of the water.

Or, you know, the Iranians could quit being jackasses by harassing our ships in the first place and that would prolly deescalate tensions quite a bit
