Honestly, I could see LA extending into and past Pensacola, possibly all the way to Destin.
There's a lot of the Who Dat Nation in Northwest Florida.
Realistically, I would say Mobile Bay, Perdido Bay, or Pensacola Bay would make a good border.
The northern border of Florida is almost exactly on the same parallel (looking at a map) as is the MS/LA border in the Florida parishes. So just connect those two lines to figure out what parts of MS/AL to include.
Then, take that same line, and extend it westward from the MS rive to Texas. Everything north of that line is kicked out of LA. Give half to MS and half to Texas. Or give it all to Ar-Kansas.

Once those fricking people (including Mobilians) came to understand that the only thing that makes South Louisiana at all interesting is New Orleans and it's easy attitudes about drinking and partying. They'd build a fricking wall to keep us out.
These people aren't getting into a cultural and political gutter simply because New Orleans doesn't have a last call. And make no mistake about it, from a regional tourism aspect, New Orleans doesn't bring anything else to the table. People along the coast drive here so they can get fricked up without being fricked with and that's pretty much it.
