Unemployment payments in each state are based on a formula, with a max payment.
Just move up the max payment in each state by $600 and let the formula still do its' thing.

Also, every state has rules that prevent unemployment from being paid out if you don't actively look for and accept employment when offered.
The perverse incentive isn't for the employers, it's for the employees, and there are already rules about that.

I think there was supposed to be a cap at $600, not adding $600 on top of State Unemployment. The max unemployment benefit in Alabama is $275, which you are eligible if you earned around $14/hour full time.
If maxed at $600, a $14/hour employee would have about the same income. If $600 is added to the $275; anyone in the $30/hour or below would now have an increased income.
So I believe the error was supposed to be a cap at $600.

In reading thru the Texas Workforce site to help my daughter who could potentially be unemployed, there are provisions when a disaster is declared (we have a disaster in the entire country) that you may not be required to look for work if it is unsafe. This applied during Harvey and right after Ike in Houston. I'm sure this will apply as long as we are supposed to be "staying in place" or whatever stupid name Lina Hidalgo (don't get me started on how much I miss Ed Emmitt!) made up.

La. has waived the first week's waiting period & the requirement of having to call in every Sunday & list the 3 employers contacted. However, La.is one of 4 states in the country that takes a credit for any SS benefits paid, a percentage that basically reduces unemployment benefits to zero for most applicants.La.also pays the second lowest amount in benefits, only Miss. paying the lowest amount.

If you don't already have direct-deposit information on file with the IRS from previous tax returns, you won't get the emergency funds for up to 4 months.
Even with information on file, it will take weeks.
