Honkus, wether you are leaving or staying I would make your first order of business finding as many n-95 rated masks as you can. The cheap surgical masks offer little protection from fine virus particles.
Make sure it is secure to your face so that you can feel a suction when you inhale. I’m not sure what protection you can do for the infant but let me think about it.

Hokus - you actually have two problems. The first is the health of your family and yourself. My wife is Chinese and I have been to China 9 times, so I have some knowledge of what is available to you. Head down to the nearest Chinese pharmacy as soon as you possibly can and buy some ban lan gen. It is a Chinese traditional medicine that is an antiviral and works very well. You want to buy enough so that everyone that you need to care for has at least one packet a day for 30 days (45 is better). Each bag at the pharmacy has 20 packets. Ask the people at the pharmacy for the proper dosage for your kids. Stay indoors as much as possible. Everyone should take the ban lan gen every morning. If someone gets sick, they should get 3 packets each day and everyone else should increase to 2 each day. If everyone takes one each day, you will not get sick. The second problem is not actually a problem, it is an inconvenience and will work it's self out eventually. Until then, enjoy China as much as possible under the circumstances. If you get a chance, try some donkey meat in hot pot. Find a favorite doufu ru. Learn how to cook hong shao rou. Become an expert on baijiu. Learn putonghua. Make the best of the time that you have there.

Are you joking? If not I’ll try to summarize.
Cut the mask vertically from the bottom about half way up. Overlap the two flaps you have created and seal the seam with a hot glue gun.
This may sound ridiculous, but the only ridiculous thing is people thinking a surgical mask will protect them from airborne virus particles. All that does is decrease the spread of you particulate matter if you are sick. You want maximum protection for yourself to prevent infection.

Careful on that raising awareness stuff. You are not in America. The Chinese culture is naturally very accommodating and helpful to travelers and foreigners, but also VERY protective of the esteem of the culture and people. The city you are in is quarantined and so is the city that you want to go to. It's not going to happen without help from people in the local government, both where you are and in Wuhan. If they see your internet activity as being any kind of a threat to the government looking good, you will be going nowhere and may be harassed by the police where you are. Also remember, that the people reading your internet traffic are probably relying on translation software that may do a poor job of translation - the translation may be saying things that you are not saying. Keep in mind that everyone in China has a social score and low social scores can not travel using public transportation even in normal situations and you need special help in an extraordinary situation. Your time would be much better spent taking the local chief of police or town mayor to lunch and try to establish a good relationship with him.
