How are people estimating size and/or altitude at night in a presumably dimly-lit rural area?


I see drones flying around my town damn near every night. Why are these getting so much attention?

Is a high value Target like a "clearance" Target where everything is discounted because it's old or discontinued? Or is it maybe a grade above SuperTarget?
