Steel will rust over time too! Install true wood cabinets. Plywood will work fine.

I do a lot of welding in my garage so I'd prefer steel cabinets to prevent embers hitting wood and causing problems. I wouldn't rule out the steel cabinets but if they're anything like the steel cabinets I've seen, they're cheap and flimsy metal and not worth the month. Painting steel keeps it from rusting.
