The guy was charged with a felony. In Alabama, simple assault is a misdemeanor. So the laws also consider damaging a balloon to be more serious than assault.

Pretty sure that is standard across all 50 states, so it's not just an Alabama thing.
That said, there are levels of assault and it can rise to felony level. The only reason this incident was a felony was because of the value of the property damaged. At any rate, it'll likely be pleaded down to a misdemeanor, or thrown out altogether, and he'll likely be ordered to pay restitution to replace the balloon.
