I think part of the issue is we are talking about over 50 different countries. There are some success stories over the last 20 years. Look at Ethiopia... they are one of the fastest growing economies in the world.
One of the factors is that Africa becomes ground zero for Islamic expansion. Its not just tribal wars breaking out, its groups that are ideological driven.
I think it has less to do with IQ than it does ideology. Judeo-Christian belief is the seed of modern Western style democracy. You do not get the latter without the former. Just because Europe and increasingly the US has abandoned much of that belief does not mean it was not critical to establishment of sustained good governance.

Mediterranean Africa does and and will continue to do mostly alright. The problem there is usually just militant Islam.
Subsaharan though becomes a mess. You got the doing okays like Kenya and Ghana. Then you got South Africa's huge backslide and a bunch of failed states like Somalia and the interior countries spilling over their warlords really needing a cultural revolution to get anywhere.
Warlords and tribalism hand in hand stall progress and have for centuries. Happened with the Indians here in North America too.
The countries that get anywhere in non Mediterranean Africa have an identity beyond the tribe. They've moved on to if not patriotism, then at least a national pride.
And that stability helps in everything.
