I'm actually interested in why it is so systemic in that area of the world that none of these countries can get out of their own way and not suck.

The elites are largely holdovers from the Spanish colonial period, and they are a class unto themselves, ruling these countries for their own personal benefit.

They are culturally and ethnically distinct, and they do not have much in common with the middle and lower class.

They’ve also given up on the middle and lower class, accepting the status quo as a permanent condition. Provided their families are comfortable and happy - they are content.

The problem goes back to the colonial system. The Spanish did not incorporate native people into the power structure, the way the British did. They destroyed the existing ruling class, rather than coopt it. Without the upper class, things would fall apart. But with them, things will never improve.

I think the US has allocated over $30B to Puerto Rico for storm recovery. Love how some dude in the article backhands Trump when talking about the governor. Trump can’t be blamed for Puerto Rican incompetence.

the us owns Puerto Rico and needs to make it work, same as making Detroit, Chicago, Baltimore, and California work. the federal govt has a role far greater than just providing the bucks.

Puerto Rico, did have a winning strategy with the 936 program that provided a tax free work environment to compensate for the higher costs associated with mfg on a island remote from suppliers and customers.

the fbi and attorney general staff need to go back to basics in rooting out the organized crime and corruption in state/local goats spending federal dollars. not nearly as glamorous as congressional hearing, but way more useful in establishing the rule of law in those poop holes

This isn't rocket science.

A shite ton of PR looks like this:

1. Everybody learn English (or at least those who will work in the tourist area)

2. Build modern, 1st World resorts and shopping areas.

3. Advertise, advertise, advertise to bring the Gringos as a much closer alternative to Hawaii and a U.S. alternative to Mexico, the DR, etc.

4. Stack cash and live happily ever after

But, WTF do I know? I'm just a poor kid from CENLA.

Too much abuse by pharmaceuticals. Became unpopular in Congress as a result.

Why can't PR go the tourist resort route more?

We’re in PR for a mission trip and we’re supposed to have a tour of the old San Juan area tomorrow but it’s been canceled and other plans have been made.

Had no idea of the corruption here.

I think that's the plan. Discover Puerto Rico kicked off last year and the numbers from earlier this year were promising.

Ok, but it's not PR's program. IRC 936 is US tax policy. PR has no control over US tax policy.

Without our billions pouring into PR, it would be Haiti. That place is a shithole, corrupt to the core. It's like Mexico in that regard, with everyone getting bribes from top to bottom.

What does all these shithole places have in common? What is the common thread that binds all these places? What is the thing all these shitholes have, or doesn’t have?
Maybe that’s why they are shitholes.

Lived on St. Thomas 6 years, now on St. Croix. There is corruption but no where near level on PR.

The people here appreciate the funds and work of linemen getting power back on. New stronger poles still going up in some areas. The folks here appreciate the help more than you can imagine. There is a sign still bolted on a pole where we live thanking everyone for the help.

The guy who is our liaison here for our mission trip told us tonight that the card they buy are all shooed from America and they pay 40% more tax than Americans. He also told us that food is all shipped here and that the tax is 11% more than on Americans (how that is determined idk as taxes vary).

I asked if they export any goods he said a little coffee and nothing else to speak of.

Whether he’s right or not idk. But if he is it sounds to me like they’re being held hostage in a sense.

It's stunning how bribery is such a part of third world life. If you get pulled over by the police, need utilities, want to enroll your kid in school, want to start a business, you name it- you're greasing palms.

We should offer to make AOC the governor and let her fix it.
