I'd say he's in the running for one of the best vocalists.
Fun "look at me" fact: About 13 years ago he was at my sister's wedding and got on stage and growled some weird shite that nobody understood at some point. Me and my brother just looked at each and were like "yes!"

Phil was responsible for Pantera. Had the best guitarist on the planet in his band. He deserves that credit. He sticks to his roots and loves where he's from, and hated MTV culture and modern music. I like that about him.

Wasn’t Phil involved with House of Shock before they ended. Loved that haunted house in the late 90’s early 2000’s.

The question wasn't is he the best singer. It was is he the 'best lead man.' Sou don't have to be the best singer to be a great lead. You have to be an innovative and confident vocalist, which Phil most certainly is. You also have to consider the size of Pantera's influence. Metal is not a small genre and Pantera is easily one of the biggest influences in that Genre. If Vinnie and Dime were still alive, and Pantera had a reunion, it would be one of the biggest music moments in its time.
So I say yes, he is the best lead.
