Completely true. My step-father is retired from the school system (taught for a decade + then was an admin) and my mother retired from Social Services (10 years working Welfare, 20 years doing Child Relocation) and both have all sorts of stories about them.
The last time I did research on it the average SSI payout in the US (all states averaged together) was ~$615 per month per child and covered a wide range of developmental, behavioral and physical issues. There's a reason the children of the worst, poorest families are also often the most disruptive in school and it's name is SSI.

You can’t feign mental illness. They require a lot of records like hospital stays

I used to do government transportation for TennCare. You wouldn't believe the stories I heard of what people would say or do to not have to work.

SSI disability is a real program, and mental retardation, autism, learning disabilities, developmental delays, bipolar, and the like are potential grounds to qualify.
The rule book is thicker than the Bible, and it's not nearly so easy to qualify as people act. You don't just show you have ADHD and get a check. There are other demanding requirements.
They usually send the kids to consulting doctors, psychologists, etc. for assessment, and most of them are quick to call BS on fakery or malingering.
If the kid has an IQ over 70, can tie his shoes, and doesn't shite his pants or bite a teacher too often, he probably won't qualify. That's not straight out of the rules, but you get the picture.
