JPSO let a package thief escape

I was moving my car when a guy rode by with a large Amazon package in the basket of his women’s light blue bike. I didn’t recognize him either. (Less than a dozen houses have been put up for sale since I moved in 5 years ago.) I drove around the block slowly and now his backpack was full and there was a fedex box in the basket. I have no problem following him as he takes a path that no one trying to go anywhere would take.
I call JPSO and tell them where he is going exactly. They tell me to find a location for an officer to meet me. I stop and tell the officer the same description I gave over the phone. By now, the guy had a 5 minute head start to hide.
Never had a package stolen in the neighborhood before and don’t want it to become something to worry about. I wish the police offered updates if you report something. At least let me know if you found him or not.
Should I have kept following him while on the phone or was stopping was my best option?

Did you actually SEE him take a package from a home or are you assuming he did?

The funny thing is that the packages were his; the bike was stolen.
If cops stop him, he shows proof that the packages are his, threatens a civil rights lawsuit, and pedals away with new wheels.
At least, that’s how I used to do it.

Sheriffs around here barely care about that, I really doubt any large city police would care, either.
