I was thinking about this earlier and I can't help but wonder if he's biding his time because:
A. He wants to make absolutely certain of what he says (ie: wants to know exactly what's in it before going off on it)
B. By holding back, he's actually causing more of a demand for it. Think about it, when was the last time the media was anxious for a Trump tweet?

The best thing Trump can do is to not respond once about it.
Then when finally asked about it by the Press is to answer...

he doesnt need to gloat, the mueller report says it all for him, he is 100% exonerated and vindicated in all his comments about this witch hunt
