Second, you have to look at contending teams that have a need at TE. The Packers needed a TE and were contenders. They generally have solid cap space since they rarely are big FA spenders (until this year when they went nuts). What other teams fit the bill this season?
Let's look at SB odds:
KC 6/1
LAR, NO, NE 8/1
LAC, Chi, Pit 14/1
Min, GB, Dal 16/1
Phi, Bal, Ind, Cle, Hou 20/1
KC, Philly: frick no.
Vikes, Balt, Indy, Cleveland, Chargers: No.
Rams: Need a TE, but with Kupp as an elite slot guy and good outside WR options, it's not a priority.
NE: Who knows. They may not know until week 1, when a PI finds Gronk either working out nearby, or fricking 20 year old Columbian triplets on some island.
Chicago: Burton is pretty legit.
That leaves Pit and Dallas as iffy. I think the Steelers are clearly transitioning (despite Ben sticking around) and have little use for an older TE that will help them win in 2019/20, but not much beyond. Dallas are a legit semi-contender that needs one. That's all I've got.
What I'm getting at, is that first of all, most contenders are set at the TE position. Second, most non-contenders (even those with a ton of money) have little reason to sign a 32 year old TE that will fall off by the time it matters.

crap.
but at least he's stayed healthy for the most part.
says in his season log on profootball reference the number of games he's played in is pretty high.
the fewest amount of games in a season for him was 10 for the Packers in 2016.

CJ Uzomah and Tyler Kraft both just got 3/18 each.
They average 13 & 17 yards per game respectively on their careers.

Jimmy Graham post-Saints has basically been Jared Cook.
Tight ends age well. More than just "contenders" will bid. Not sure where that narrative comes from. The Raiders want him back, for instance.
