No land owner can stop the Wall... The Gov already has the land and has for over 100 years.
It was enacted in 1907 and it gives the Federal Gov 60' of land ALL THE WAY DOWN THE SOUTHERN BORDER.

East of the Roosevelt Reservation, building a wall poses a logistical challenge because ownership becomes murky. Although the federal government is the nation’s single largest property owner along the southwest border, most of the land belongs to state governments or private owners.

How to you get to the easement? Do you own the fee simple that abuts and is adjacent to the easement?

I would imagine they would just take a public road to the 60 feet (which run about every mile) and build the wall.

The easement is from El Paso to San Diego, not the entire border.
Also, upon further research earlier today, it appears to only apply to public land (state, federal, Indian) and not private land.

Why even get an easement on public land? Most easements I am familiar with are primarily for private property.
