The main issue was teams playing games and abusing it. The LA Dodgers absolutely abused the system. While many teams used the system, LA just flat out abused it.
I'm not talking about the PC crap, i'm talking about the talk of changing the DL rules, because of teams abusing the system, so they can open up spots to help the pen.
