He did a great breakdown of ITEP and why it is good for the state:
There's a cane field on the west bank in Ascension Parish. Right now, it's worth roughly $1/acre in property taxes. A chemical company wants to put a $500 million plant on that site but is also considering a similar site in Texas. Once it's built, it will be worth over $10,000/acre. What ITEP does is give them a break for the first 10 years while they're building it, but in that time, they're employing people, venders are making money, the local government is making a killing on sales taxes, they're paying income tax, inventory tax, etc. After 10 years, they're paying that full $10k/acre.

Without ITEP, they build that plant in Corpus Christie, TX, and Louisiana is stuck getting that same $1/acre forever. The ITEP pays for itself in no time.

Imagine this----Louisiana becomes an all voucher education state. You can tell these companies their employees can pick and choose their own schools.

Louisiana corrects it's unfair property tax system and it's unfair tort system with a Constitutional Convention.

Louisiana builds an alternative toll road to I-10.

And the big daddy of all--Louisiana eliminates the state income tax in the Constitutional Convention.


These are the kind of things a businessman will consider. Rispone is a very smart, out of the box thinker. We need that in politics now more than ever.

Foster did not run against an incumbent governor. Rispone will have to spend serious money to get his name out there.

Exactly right so why did we hand out almost 400 million dollars in 2017 for job incentive programs like the Motion Picture Tax credits, the La. Quality Jobs program, Enterprise Zones, Industrial Tax Equalization Program and etc. because these giveaways don't attract the Fortune 500 and the results aren't there to justify keeping all these giveaways.

We need to be smart with our tax dollars. Providing an across the board fair tax code, giving education and infrastructure, and not trying to buy jobs is the way to go.

Not a giveaway by any stretch of the imagination. You get more money than you would have otherwise had you not given the "ITEP". It usually pays for itself in year one and sunsets in just 10 years. Remember, we wouldn't need the ITEP if we didn't have a completely corrupt and business-repellant tax system relative to our neighboring state which possesses nearly all of the natural resource advantages we have.

I'm not opposed to ITEP, I just think there needs to be more light on the process. Besides the revenue "in play" is local revenue, and not state revenue.

I'm stacking the millions of dollars the state gives away in various programs to their favorites not ITEP.

In most years of budget short fall the last 10 years the film tax credit elimination would have filled at least 50% of the budget shortfall.

I guarantee you Rispone will not need someone to spoon feed him the information on film welfare and he will not be fooled by elaborate industry studies that talk about economic impact. (BTW JBE and Dardenne are going to be presenting another one of those this year to keep the film welfare going to their buddies. They even flew JBE and his wife to Hollywood under some guise of Hollywood support law enforcement of something. The reality was the trip was lobbying for welfare. New Mexico is about to end their film welfare having seen the light. It is amazing how dumb some leges are about this welfare program. It is also amazing but not surprising how many dollars are flowing to leges that support it. So of them are so cheap a simple call from an actor will get them to support giving away hundreds of millions of Louisiana taxpayer dollars.)

Rispone will beat Abraham by 10 or 15% I suspect. Nobody knows Abraham outside his district and he does not have the money to educate the public. I live in his gerrymanded district and I don't know him. I don't think he has ever been to my precinct.
