2019-20 salary cap is going to be $109 million. Unless I'm missing something, that leaves Philly with around $38M in cap space with Fultz still on the roster.
Butler is almost guaranteed to opt out, so that $19.8 mil would be wiped out. How does any cap hold work for Butler to opt out and Philly try to re-sign him?

Yeah, somebody from NBA Twitter did the math the other day and said Philly would have a little under 30 if they moved Fultz. So unless KD took a big paycut, I don't think it happens.

Not so much here specifically. Just the rumors floating around that Kevin is done with GS in part because the perception that he is a bitch for joining them. Hearing directly from Draymond that he is, in fact, a bitch who needed them to win has likely sent him over the edge on coming back.
Also losing it on a teammate for not passing the ball while your arse was standing still instead of pushing and getting a needed score before the opponent can set a defense (ie the warriors MO for years) is a bitch move and lack of leadership.
If KD pushes instead of pouts dray likely passes him the ball after sucking the disorganized clipper D in.
Also bitch move to let your emotions overcome you and get into a screaming match on the bench instead of focusing on winning the game in overtime. Save your bitching for the film room in the morning.

2. Draymond is very good at pushing the ball and finding quick and easy buckets.
3. Draymond leads the team in assists.
4. There was very little time on the clock and Draymond just reacted.
5. There's a very good chance that once Draymond realized "oh frick I need to give this to KD" he would have been passing the ball backwards with 5 seconds left bc KD didn't push like everyone on the court did.
6. Draymond has had this shite built up and told KD exactly why he got angry. "You're a soft bitch and we've done this without you. I've heard you want to leave so fricking leave." That translates to bro, I fricking tried and messed up. I know what I'm doing and it didn't lose us the game. frick off man, this team is still good without you.
