The first draft lottery of Vietnam was 12/69. Trump was 1Y and eligible for over 2 years. In those years there were at least two lotteries where he just wasn’t selected. By the time he classified 4F in 1972, he was 26 years old and the draft was abolished less than a year later.

Until Dec-1969, the lottery did not exist, and everyone in age range was classified by default as 1-A .... susceptible to being drafted, absent a deferment or exemption. One of the most common such deferment was 1-S for students. Trump took advantage of those deferments until he graduated from Penn in May-1968, at which time he was reclassified back to 1-A (top eligibility).
Trump (well, his wealthy family) then found a doctor to claim he had “bone spurs,” and got himself re-classified 1-Y ... which was basically “temporarily” unavailable for service (in practice, a 1-Y almost never got reclassified back to 1-A), “for medical reasons in this case. (4-F was a permanent classification). As a 1-Y, Trump was effectively immune from the draft.
The draft lottery was implemented more than a year after Trump got himself reclassified as 1-Y. As such, Trump’s lottery numbers were irrelevant ... because he was safe as a 1-Y, a classification that he retained until that classification was abolished and all 1-Y classified individuals were changed to 4-F.

Congress approved the use of military force, satisfying the requirement of a US war. A formal declaration against North Vietnam was withheld to allow the US to maintain a defensive only posture and avoid further provocation in the region. It means nothing in terms of service classification. We were at war. You are flailing.
