This tackling with helmet rule needs to go

The rule has nothing to do with the receivers head though, it is about the defender's head.
First of all, I HATE this rule.
BUT, This is actually a perfect example of why they don't want players leading with their helmet. The head is way too far down, helmet clearly leading. If the safety keeps his head up and makes a big body hit or makes a good solid tackle, there is no penalty.
Some of you guys just want to hate the NFL so badly. It's almost pathetic, just enjoy the game for what it is.

You can blame the players for this nonsense.
The NFL, as a business, has to do this shite because all the old timers are whining and moaning about head injuries. It's a money grab by retired players and the NFL is simply defending itself pro-actively by instituting rules like this.

The rule (or some version of it) is here to stay. The NFL's primary goal is to protect themselves from lawsuits. Safety issues have come to the forefront but they have gone way overboard.

The NFL now has a target on its back. The target is Exposure to Legal Liability. It is a big target, so big that it could conceivably END the NFL. This is an existential threat to the NFL.
As such, the NFL is struggling hard to find a way to reduce the size of this target. They are taking desperate measures, such as this "helmet rule".
I'd like to hear some ideas on what YOU would do to reduce the size of this target, if you were NFL Commish.

Players are so big and fast these days, I can't think of any way to reduce the size of this target, other than to make new rules that definitely nerf the hitting, blocking and tackling part of the game -- and we all know that these kinds of changes fundamentally change the nature of the game.

For decades players wore no helmets or leather helmets that offered no protection. They learned how to tackle without using their heads. The helmet as a weapon is not an integral part of the game.

Someone has to sit down with the owners and deal with this before game1.
