Man my boykin and labkin would do the same if they came across a bunch of small furry animals. That's just what dogs do.
Should the owner pay for damages - yes. Should they be charged with a crime? Man that's a stretch.

Jeebus! Yeah you are responsible for your animal and where it's at so I can kind of understand the charges. Maybe a ticket would be better.
My dog was around livestock constantly as a puppy until he grew up. He will hump calves and goats, but he will murder cats.

The two bunnies are cute but they're also prey animals.

A few months ago my dog was chasing a bird in the back yard and my wife thought it was the cutest thing.
The bird would swoop down and try to hit my dog.
Two hours later and the bird has been chewed up and is regurgitated on my back porch. Not so funny any more.
He’s got some pit in him so this was to be expected.
