It should be the kid's decision. Shame on him if he let's his dad choose. That said, no one really knows what's going on. O can't guarantee that he'll be the starter. He has to earn it on the field.

Cincinnati doesn't exactly play a daunting schedule. He could if he sees the field put up impressive and noticeable numbers.
There are no Georgias, Bamas or Auburns on that schedule.

Good god... Since petty things like family, proximity to home, and coach relationships don't mean a thing.

A lot of people aren’t looking at this reasonably. Cincy is obviously much closer to his home, and for a kid who has always lived in Ohio and “reportedly” wants to stay close to home common sense says Cincy has a big advantage there. Cincy also supposedly promised him the starting job, which LSU offers him the chance to come in and compete for a starting job, or hold a clip board like he has been doing for Ohio St. Again, that’s an advantage.
If you bring the kid to BR, show him Tiger Stadium, show him the facilities, show him the talent he would be playing with, and he still picks Cincy, I’m not entirely sure what more O and his staff could have done.

It wasn’t just about football either. He’s pursuing a masters as well. And coaches go after transfers all the time. It won’t mean much once they get back on the practice field.

Presumably Cincinnati wouldn't be an option but for proximity and familiarity. If those two things are paramount in the kid's decision (and we don't know that), then what would you suggest LSU do to "overcome" it? Move the university to Ohio? Hire Cincinnati's HC to come along with him? Hire his dad to be co-DC with Aranda?
A grad transfer is looking to start wherever he goes. I'm sure Ogeron implied, if not outright promised, the kid would be the starter here this season. Otherwise, why even recruit him? And more importantly, why would he waste his time talking with LSU?
