It's a statistical quirk.
The State of La. gives a taxpayer a deduction depending on how much you pay in federal income tax.
Consequently a taxpayer making the same amount of money will pay slightly more in La. Income tax if he sees a federal tax cut.
It's been discussed before and it will help balance the La. Budget.

I’m not reading through 4 pages but the state didn’t do shite. You’re able to deduct federal taxes paid in Louisiana. So since you’re paying less in federal taxes, your liability to the state goes up.
Can’t stand JBE or the inept legislature. But they didn’t do anything here.

This is shitty reporting. Lawmakers have to meet and vote on a bill if they're going to raise taxes.
Here's all that's probably happening here: LA has a deduction for fed income taxes paid. Due to TCJA, less fed income taxes will be paid, so state deductions will be smaller, and like 6% of the gains will go to the state automatically by the end of the tax year. The withholding tables I guess just make that happen faster.
