Allow them to pick it up. Right now, we account for the possibilities that their card is stolen, they are locked out of their account, and that they don't have a stable address. The risks are nearly the same. If you want them to go get it rather than have it delivered, that's pretty hardline, but I could get on board with it.

Maybe the same way it's done now for families that don't have a permanent mailing address when it comes to receiving their EBT card or correspondence - let them pick it up at their local SNAP office.

All of these issues can be dealt with while getting the program put together. Just because there are issues with the initial idea, doesn't mean you scrap the whole thing.
