I seem to remember some of the projects spent something like a quarter of their total budget on promotional items for the project

To be fair..it came at the expense of economic growth. It put a drain on it. Yes, I know it was SOLD as being a help. It was poorly conceived and ill-delivered.

If you are referring to the $800 billion Stimulus, well that's still in the budget. It's been in the budget every year since 2009 with COLA added via congressional CRs.

IIRC, a lot of the money went to “making-up” the lost pensions of union members whose employers went bankrupt and couldn’t fulfill their pension obligations. So the money didn’t go into projects, but just to Democratic voters pockets. Oh, and the unions got a cut in the form of union dues. So our tax dollars went straight to the unions. That’s why.

Are you asking about The American Recovery and Reinvestment Act of 2009 (stimulus package) or various infrastructure plans proposed over his time in office?
In the first case, republicans thought it was too much and targeted for the wrong projects.
The opposition to the later proposals was strictly budgetary in nature.

Because the vast majority didn't actually go to infrastructure. It was sold on a lie. Most of it went to kickbacks to campaign contributors. Maybe 10% actually went to roads and bridge projects.
