it was the biggest joke, I remember those stupid green signs that probably cost 500K to put up by a sidewalk in progress.

The imbeciles in the Obama admin put these green signs up all over for a sidewalk. that was going in anyway.

Tl/Dr version:
They were not shovel ready.

Long version:
If a job was "shovel ready" there was already funding lined up for that project. These large projects can take years to design. Engineers are not going to complete a set of plans and cover all the costs without a contract in place. The "Owner" is not going to sign a contract without assurances that the money is available. The government is not going to fund the design without having the funds available for the construction. In some cases the government will give the go ahead on design with a year gap between design and construction, but there again the funding is already allocated in the future year. Shovel ready jobs was just a tag line to sell a crap bill.
