what is communication with the decent/good people from the bad parts of town going to accomplish? serious question
those aren't the people likely to commit murder and i doubt the police want them going all vigilante

This is the MO of your standard black community activist moron. Unfortunately, it's caught on and viewed as a legitimate set of talking points. Just see the mayor of BR and her administration. They simply speak in vague platitudes and love to talk about having conversations and meetings. It allows them to give the impression that they're doing something without having to address the actual problems in their community. It's just like Deray McKesson when people ask him about white privilege and what to do about it. All platitudes.

More snitching would probably be a good thing.
Back in the 90s, black leaders wanted harsher sentencing laws Bc crime was so out of control, and Clinton gave it to them. Now those same sentencing laws are racist.
