The funny thing about the messaging and this EO...Trump has just instructed his administration to follow the DC judge's ruling. The GOP congress sued the Obama administration for spending money that was not appropriated by congress. The GOP congress won the suit based on Article 1.
Trump tell his administration to follow the law. Every Dem and NeverTrumper is telling Trump to break the law and give insurance companies money that is not appropriated.
Even the Obama judge makes Trump follow the law.

I guess it is purely about the tribal victories at this point huh?
Since if you judge victories by how the policies actually affect people, well:
Its one thing to say you have a better way, its another thing to show your better way is actually increasing costs for the taxpayer and the consumer without anything you can point to as bettering people's lives.
But Trump got his victory for the tribalists by raising everyone's costs, congrats?

*CBO is a mostly bullshite organization, imo. They'll bark out any number thats needed for an agenda. See ObamaCare*

Then you get behind a congressional way to fix it instead of sabotaging people's healthcare and raising costs to the taxpayer's wallet without any solution put forward. Costs that are all but baked in now because Trump chose this moment to do it.
And lets remember that for all of Trump's presidency until this date, he made the payments.

The math is very simple Dale.
The government is required to pay out the premium tax subsidies. That is not stopping.
The private insurers are required by law to administer the cost-sharing subsidies. The things that bring down people's out-of-pocket expenses and deductibles.
To offset those loses of being forced to pay those cost-sharing subsidies without reimbursement, the insurers are over-compensating by raising premiums to cover those costs. Raising the cost to the un-subsidized consumer and to the taxpayer. There is no magic BS, this is pretty straight forward.
* Then, to add to it, like with re-insurance and risk corridor payments, the bigger insurers are going to try and litigate and get some of those cost-sharing payments back on a case by case basis. Tying up courts, and like those battles, will probably win a few cases in certain areas. double-dipping the taxpayer, which the CBO didn't try and forecast.
