Don't know how that section could just let him walk/run away after hitting someone. Doesn't seem like it'd be hard to detain him till security arrived to escort that piece of shite to jail.

If I am at the game with my friend, we are detaining that guy and not letting him go anywhere
If I am at the game with my wife and kid, I am not inserting myself into the situation at all

There are about 5 guys around there that could have put him in an instant rear naked choked and shut him down.
