Well the theory is that because they are merchant vessels, the Destroyer wouldn't just blow them out the water

Yes, vessels are identified visually by pretty high powered cameras the second they show up on the horizon. There are books used to identify every type. An enemy combat vessel or one without obvious intentions would completely change the approach.

Field training time was cut way back to provide the required training and education on the more important aspects such as acceptance and accommodation of transgenders, combat women in military, and which bathroom to use.

What do you think about rushing and signing off on qualifications without required training actually taking place? If they are low on bodies and want to get more sleep I've seen similar happen before.

Very congested piece of water. A choke point for maritime operations. Combine treacherous currents and some of the most violent weather on the planet with the choke point and navigation, especially at night is a blood pressure raiser. The vessels that normally navigate this area are the massive Supertankers, LNG Carriers, massive Container MV's, and equally massive Auto Carriers. The slightest of navigational errors can cause nightmares.

Second Burke-class destroyer to collide with massive merchant ships this summer.
There must be a lot of complacency on board to allow this to happen....or a major flaw in detection systems.

That's what work ups are for. In 23 years I never saw a CO/XO who weren't adamant with Dept Heads that non qualified were designated prior to, or very shortly after operational status.

If I'm the SecDef or the president and I have a single Fleet with 3 major accidents in one year, with nothing similar from the other commands, I've got the 7th Fleet commander in my office at attention, explaining why his command is so fricked up.
If we're on the 4th in a year, I've got his deputy in my office explaining how he is going to fix his new command.

7th fleet has around 60-70 ships.
In 12 months they have lost 6% of their total strength due to accidents.

Mid-watch? WTF was the OOD doing? Educated guess... The OOD was the XO, or a Sr Dept Officer, F'ing doing something they weren't supposed to be doing, leaving two, possibly three non-quals, the JOOD and the Conn plus the POOW and his people, un-supervised.
Way too much blame to go around here. The entire Port Watch Asleep? I doubt it. The entire CIC having a nap? Again, unlikely.
This comes down to a failure of leadership. A complete and incomprehensible loss of the plot and situational awareness.
Gross negligence by any measure.

I'd bet terrorists are watching. If a tanker can collide, why not a hijacked fishing vessel? Packed with explosives?
