I love Bocephus, but I can't agree with you here. I think Johnny Cash has to be one of the two. Merle is a valid choice for the second, but there are others who would make sense there, too.

Willie, then someone else. I would pick number 2 from J.R. Cash, Waylon, Kris Kristofferson, Merle, Geo. Jones, and maybe a few others, but that would be my start and my #1 is easy for me.

As a singer Marty Robbins has to be in the conversation. Great writer and entertainer too, but the man could sing anything from jazz to crooner to rock to country and the western cowboy songs he was most associated with.
Here he is singing "Summertime" and "Beyond The Reef"
I'm not sure Jones, Strait or anyone else could have pulled these type of songs off.

Haggard and Jones for me. If you want to go strictly on voice/singer, I always thought early David Allan Coe had one of the best most underrated country voices.
