I think Pence is politically savvy enough to distance himself from things. Jonathan Turley wrote a great op-ed today about nepotism, and how Trump surrounding himself with family and in-laws (e.g., Kushner), he can't distance himself from the controversy, even if he's not involved at all.

Now he would be in the position to fulfill some old campaign promises, which would include cutting the Department of Energy, and the position that allowed him to get into power in the first place.

As I state here daily, if and when the truth comes out the Obama admins use of the intelligence services to spy on the Trump campaign will be the greatest threat to democracy our nation had ever seen and its most infamous crime

FISA primarily involves domestic issues, which means it's under the NSA. international issues are dealt with by the CIA

I think it can if the citizen is also a foreign agent and/or part of a foreign group. I'm not sure this situation is one that requires a court order or whether it applies to the non court ordered type.
