It is time for some Concealed Carry bags to do some vigilante set-ups. Send one guy walking alone down the street. Have him wearing cargo shorts, flip flops and a fishing shirt. Stumble a bit..... all the while, "back up" is nearby with him in sight.

The biggest difference from 20 years ago is the population. 20 years ago there was almost 1M people in the city proper. Now the entire metro area barely has that.
