My guess is that New Orleans refused help.

Democrats refuse free money?

Money always comes with strings and sometimes those strings include levels of accountability that many political entities are, shall we say, uncomfortable with. As for Mitch, it likely came down to optics. For a political candidate for President to admit to needing to be bailed out by the federal government to fight crime is a really bad look for Mitch on the national stage. I could totally believe Mitch turned down money to save face.

Sessions is from close enough to Nola to know that it's hopeless. May as well send the resources to places it might actually help.

Anyone know the demographics of the cities mentioned?

I'll wager 90%+ are Democratic strongholds.

Is there a reason why New Orleans was left off of this list?

maybe because ole mitch actively campaigned against and said some pretty outlandish things against trump

that and there is no way to help new Orleans without a new mayor first, then declare martial law and bring in the military with orders to shoot to kill on sight of any law breakers. after a few months they will have reduced the thug populations down to a manageable size that can be monitored and controlled
