So much misinformation in this one, Bison!
Louisiana is a traditional big tax and spend state, the very definition of your "blue state" dream. Even before the Democrat/Republican party split, Louisiana was a Whig state that favored high taxes and big government.
The current constitution was passed under the height of Democratic power in 1974. Most state spending is constitutionally protected!
After Reconstruction to 1980, about 100 years, there were 27 straight Democratic governors, and in Louisiana the governor has most of the power!
In 1980, The first Republican governor was elected. Counting him there have been 4 Republicans and 4 Democrats elected! Hardly a red state.
Let's examine your tax and spend utopia using Southern states.
State. 2014 Median per capita Income. 2015 State per capita government spending
VA. 62881. 5483

Notice 3 things?!
1- Louisiana has below national average income but higher than average spending!
2- Seven Southern states have higher income AND smaller government than Louisiana!
3- The only two states that spend more on government than Louisiana are dead arsed last in income!
Louisiana needs to change its blue state written constitution and start using some red state economic governance!

We are literally floating on oil and natural gas. Most of the tax the big companies revenue comes from these!
