Is a person who believes the following liberal or conservative or both or neither?

Doesn't believe in government mandated health care.
Pro death penalty.
Anti abortion but doesn't think government should be involved in the decision
Believes in reforming welfare and disability but understands a lot of people really need it and do not want it gutted
Does not want over regulation but understands there needs to be some oversight
Has no problem with drilling in Alaska preserve
Doesn't care if two dudes want to get married
Thinks transgender is strange but doesn't care if a guy says he feels like a woman.
Also, doesn't think a transgender should be able to compete in athletics of "their true" sex, i.e. A transgendered boy competing against girls.
Thinks weed should be legal.
Thinks prostitution should remain illegal because too many young girls would get trapped in the seedy life because it's easy.
Thinks appeals should be limited for crimes
Thinks we should go back to public hangings like in old west
Thinks people who earn more money should pay more taxes
Thinks amnesty is stupid and illegals should get the boot.
These are all the ones I can think of now. Are these talking points outdated?

Conflicted?
Try as I might, I could see no coherent philosophical underpinning to that hodgepodge of beliefs.
It seems like 'moderate' might be the closest I can come to an orthodox label, but even that doesn't seem right.

Everyone is an individual and usually have a mixture of philosophies.
But pro death penalty rules out liberal. Period.
Keeping prostitution illegal is anti libertarian but weed, homosexual marriage, trans, etc is libertarian.
Most of the others are conservative.
So I would label this individual as a conservative with libertarian leanings.

No one cares about this. The problem happens when these people want a special code of laws for this status, or they want tax payers to pay for their surgeries even though there's no statistic that shows surgery makes any difference.
