This is a good idea
Let's assume you aren't trolling. In what possible way is this a good idea?
Let's see. A feeder system. So either the saints are obligated to take LSU players or LSU players are obligated to go to the saints. You want to see rampant cheating the likes you've never seen? Let the NFL start throwing cash around at high school students to go to a certain college. Then what if a high school player not mature enough to think outside the box decides he wants to play for X team in the NFL only. You want those kids making college choices based on which NFL team their daddy grew up liking?
Let's look at the obvious as well. There are 32 NFL teams and hundreds of colleges. Who has to go where? All regionally based? So you can pretty much say that the NFL teams in the southeast are gonna wreck shite cause that's where the bulk of the talent is.
This has to be the dumbest idea in the fricking history of college football.

The Saints would actually be pretty good. This system would never work, but hypothetically if it was in place teams like the Broncos, Cardinals, Seahawks, Chiefs, Colts, Patriots, Vikings, and others would be historically terrible because they don't play very good college football in those areas.

College is a free minor league system for NFL franchises.

Has Payton ever drafted an LSU player?

The USFL had something like this where each team had a protected area and had a territorial draft. LINK

Hmmm, I'm a top recruit, I want to play pro ball. Do I take LSU (Saints), Georgia (Falcons), or Boston College (Patriots) scholarship... think I'm signing with BC.

Yeah, I'm sure a team like the Bears would be all over that, having to field an entire team from dudes that went to fricking Northwestern and Illinois. Dumb idea.

Y'know, I took a minute to think about this from a non-drafted players aspect, and it still doesn't work.
Every season, a lot of NFL teams add a couple undrafted rookies, at least to the practice squad, and quite a bit make the regular roster. The Saints do it regularly.
When you look at these guys, most aren't local. They just happened to be the best fits at certain places. LSU players not drafted usually aren't at the positions the Saints can add depth to.

I do think the NFL needs a D-League, and it could be in cities like San Antonio and Memphis. Instead of players being cut they could be sent there.

Bama Pajama Payton hates LSU. SCREW THE SAINTS!!!! LSU players deserve better success elsewhere. Send the Saints packing to bama.
