Yeah, but only 2.8 billion of that 12 is general fund money. And only 700 million is dedicated. The other 9 nillion is federal funds.

You like many have fallen right into the entitlement trap.
TOPS is not a necessity but you and others now see it as an entitlement. It started out with good intentions at a time when La. could afford it, but quickly became a huge albatross that the state can't afford.
The facts are La. can not afford TOPS, the Film giveaways, and the Medicare Expansion which are all relatively new entitlements.
Now we are trying to pay for all these extras at a time when our state has fought off floods and a world wide global collapse of oil. It's too big of a burden for folks to pay more taxes and whether it's a CAT, s sales tax, a gas tax of whatever; the people will pay it one way or another.

The problem is that the state cut funding for universities and rose tuition, which simply shifted the cost without changing who pays (the state). It was basically just reshuffling deck chairs on the Titanic. Until we reform our ever-growing bureaucracies in higher ed, consolidate schools so we can fund the remaining ones at a higher level, and set some higher standards for receiving TOPS, it will continue to be Groundhogs Day regarding slashing our higher ed budget. I think this is where pot legalization and taxation should come in. A dedicated "higher education fund" should be the destination for no less than 60% of any state tax receipts collected from sales of legal weed.

Disagree with the "just" part. Instead of giving the money directly to schools, it went to students in the form of TOPS. And what happened? The better schools (LSU, ULL, LA-Tech) thrived in terms of enrollment, and crappier schools floundered.
Schools may never actually close, but this did shift more resources where they should go. I call that a victory.
That's why I support TOPS. Like Black Adam said, it's a pseudo-voucher program that puts more power in the hands of the student and their family.

JBE established himself as the anti-Jindal when he was in the legislature. We need someone on the right to show some damn leadership this session, to put forth concrete ideas that we can all get behind.
We all know JBE's plans are a disaster... but why has no one articulated a legitimate, reasonable alternative? They say cuts, and I agree in general... but what gets cut, exactly?
Everyone knows JBE is very vulnerable but the only person that has even shown a shred of competition is Jeff Landry, and he's an unqualified nutjob.
If there is a rising star in the GOP in LA... now would be a really good time for them to step up.
