Nothing new. If you were to research states with the highest income inequality, highest unemployment etc.. anything along those lines you would be surprised that they are all red states.
Now in most of these states individuals tend to vote straight party even when they are voting for things that would go against weekday would actually help them all in the name of the party.
When Obama was running gor President one of the networks went to interview citizens in Miss and Alabama and on cue an individual said he wasn't voting for Obama because he only votes for Republicans. Then went on to explain how hes been living off of government assistance for a long time. And he knows that only a Republican president will help him better his situation. WTF
Over time you learn that Once you decide to pick a side left or right you've been bamboozled.

the OP may be a dummy... but Medicare is a completely federal program. There is nothing for a state to vote on.
So if the state did vote... it has to be Medicaid. (given the only possibilities are Medicaid/Medicare).
And we have already gone through why the states are doing this. Same reason LA does. With the reimbursement rules for medicaid expansion vs unreimburse care, it makes 100 percent fiscal sense, today, for a state, especially a state with budget issues (hello, Kansas, hello, Louisiana) to accept expanded Medicaid.
Now, a few years down the road, it will be a disaster. But since when has a politican from EITHER party given a rat's rear about what happens a few years down the road?

Damn, even the Kansas leg is done with Brownback's Freedom Caucus approach to economics.
