It should be tier 3. Tier 2 should be reserved for federal holidays that aren't really celebrated but still give you a Monday off.

-Move Valentines, Cinco de Mayo, and St Patricks to tier 3
-Move Labor Day and Memorial Day to tier 2 because of the 3 day weekends
-Add Steak and BJ day to tier 1
