The focus of this bill is not on picketing per se but rather on individuals who disrupt the activities of others. The law appears to fully permit protest but prohibits protesters from interfering with others. Someone can protest or picket a government building, but do the protesters have a right to prevent a person from getting into the building? I am all for peaceful protest, but individuals do not have a right to protest if in so doing they disrupt the activities of others.
I am not saying that this law is constitutional--I haven't read it in its entirety--but protesters do not have a right to interfere with others going about their business. If the law only prohibits actions by protesters that interfere with others, then I do not see a problem.
