not for a degree but just for hobby work

Go buy the $100 stick welder at harbor freight and start practicing

I'm pretty sure that Google guy has your answer.

usually the tech/vocational school will let you pay by the course hour, but have to talk to them about it. usually not n their general info

Go buy a a little $300 entry level Lincoln wire feeder, I recommend a flux core machine with gas. Then go to a scrap yard and buy some scraps, watch some youtube videos (welding tips and tricks is a good one) and get after it. A monkey can weld with a wire feeder. If you want to learn how to TIG or weld with stick its a little harder and you would need someone to show you.
I use to be an ironworker, had to show many helpers how to tack with a flux core wire feeder, most of them could pick it up in an hour or so.

BRCC is about to break ground on the body work portion of their Automotive Training Facility and they will be teaching welding. Doesn't help you now but it will be there eventually.
I would just

Watch youtube videos or get someone to teach you the basics and just start fusing metal.

Buy either a stick or small mig machine and watch YouTube videos and read stuff online. If you weld thick shite, get a stick welder. Thinner stuff, MIG welder. MIG is much easier IMHO.
And DEFINITELY get a good grinder and a lot of wheels. Your welds will look like shite. With welding, if you don't do it consistently, you suck at it.
Stick with HF for your first one. They are cheap and work okay enough

flux core machine with gas
Why use flux core if you have gas?

We do this for outdoor welding at our yard. Performs better in wind etc. In a home shop solid wire with shield gas would work. Or gasless flux core wire if you just need to stick it together without worrying about looks and spatter.

This.
I've been on a kick lately and youtube has more info than you'll need to get started. Lots of companies make instructional videos to push their machine. Really it just takes practice and cash. After a few beers and youtube videos I was convinced I needed a $2500 AC TIG machine, and I've never struck an arc.

I'll out produce a stick machine any day with a fluxed core machine.
We weld 95% fluxed core, 5% MIG on structural. Nothing in our facilty gets stick welded and we are the largest fabricator on the Gulf.

You can contact ABC. I know that some night classes are offered in Livingston Parish through them.

Get a decent Miller mig machine. Always buy a machine that is a little more capable than you you. Relieve you will need it for. Don't be afraid to spend a little bit more it will save you a lot of headache. Also don't discount a used machine that looks to be in fairly good condition
I'd recommend mig over fluxcore if it's just for hobby welding.
Oh and just watch some YouTube videos and practice. You'll be fine. You're not trying to run roots and make X-ray welds out of position.
Good luck and have fun.

Probably be fine. What kind of stuff do you plan to mainly be working on.
On thing to look at is duty cycle. That one is 30% at 130amps which mean that at 130amps you can weld for 3 minutes out of every 10

That's plenty of machine for household shite. Go ahead and get a dewalt 4" grinder, along with a bunch of 1/8" and 1/4" rocks. With a decent amount of practice, you'll learn how to do it effectively, you won't be a combo welder that can pass phase array, but as far as household projects, it'll be more than enough.
